The Institute is included in the Department of Physical and Technical Problems of Energy of National Academy of Sciences of Ukraine. The major task of the Institute is qualitatively and operatively solving key problems of development and functioning of national energy in the context of Ukraine's integration into the world energy market and increasing energy and economic security.

Updated main areas of scientific research of the Institute, approved by the Presidium of NAS of Ukraine from February 23, 2022 № 74, comply with the national interests of Ukraine, contribute to improving its energy and economic security, qualitative and operational solution of key problems of functioning and sustainable development of national energy in conditions of transition economy, Ukrainian integration to the world energy markets and a number of other important problems of state significance.

According to the order of the Presidium of National Academy of Sciences of Ukraine dated 22.02.2022 №133 from 01.03.2022 the acting director of General Energy Institute of National Academy of Sciences of Ukraine appointed a corresponding member of National Academy of Sciences of Ukraine Babak Vitaliy Pavlovych.

Proskury (2017) and them. V. I. Tolubinsky (2021).
The author of more than 500 publications, among which 19 monographs, 9 textbooks, and 130 patents for inventions.

V.P. Babak was born on February 15, 1954, in Lubny, Poltava region. In 1977 he graduated with honors from the Faculty of Electrical Instrument Engineering and Computer Engineering of Kyiv Polytechnic Institute, postgraduate and doctoral studies, and made the labor way at KPI from engineer to head of the department. 1995-1998 - Deputy Minister of Education of Ukraine for Higher Education. 1998–2008 - Rector of the National Aviation University. In 2008 he moved to the National Academy of Sciences, where he works at the Institute of Technical Thermophysics of the National Academy of Sciences of Ukraine (2008 -2021) as a main researcher, head. Department of Monitoring and Optimization of Thermophysical Processes, by the Deputy Director of the Institute from the Scientific Work, and since 2022 - at General Energy Institute of National Academy of Sciences of Ukraine - Head. of Department of Monitoring and Diagnostics of Energy facilities, Acting Director of the Institute.

V.P. Babak is a well-known scientist in Ukraine and abroad in the field of Energy and Information Technology, including monitoring and diagnostics of energy systems, and energy efficiency. He is one of the founders and a leader in the scientific direction of creating a new class of devices and systems for diagnosing energy facilities based on noise diagnostics and heat flux sensors.

He developed the theoretical foundations of noise diagnostic, cultivated the theory of onboard power systems diagnostics and processing of tomographic information, and methods for predicting failures of elements of power equipment in conditions of a small number of anomalous deviations, which gave the possibility to increase the probability of predicting failures and reliability, diagnostic systems of all thermal energy complex - the generation,
transporting, and consumption of the thermal energy, in particular, with the use of unmanned aerial vehicles. He created scientific and practical bases of conductive calorimetry based on thermoelectric heat flux sensors and a reference base of providing the unity of measurements of surface heat flux density, which corresponds to the world level of metrological support measurement. He proposed original methods of diagnosing materials, methods of complex detection, localization and recognition of defect classes for aerospace systems, the concept of building expert systems for assessing the technical condition of products and reliability of energy facilities based on artificial intelligence using neural networks.

V.P. Babak founded a world-famous scientific school for technical diagnostics of energy systems and information and measurement technologies and trained 18 doctors and 30 candidates of science.

The scientific and practical result of these works was the creation of a number of devices and systems for diagnostics of power objects, aviation, and cosmonautics, construction, and environmental protection, competitive in the world market, implemented largely on a domestic technological base and implemented in SE "CB" South "them. Honorary Director of the Institute

From the time of the Institute's founding in 1997 to February 2022, the Institute was headed by a well-known scientist in the field of energy, an Academician of National Academy of Sciences of Ukraine, and a Doctor of Science. (Engin.), Professor Mykhailo Mykolaiovych KULYK. Under his scientific leadership, a scientific school was established to develop the theoretical foundations of mathematical models and software to analyze and optimize the development of fuel and energy complexes and increase energy efficiency in the economy and social sphere of the country.

Kulyk Mykhailo Mykolayovych has been working at National Academy of Ukraine since 1966. He defended his candidate dissertation in 1969, and his doctoral dissertation in 1979. He was awarded the title of Professor in 1986. In 1995 he was chosen as a member-correspondent of National Academy of Sciences of Ukraine, and in 2000 - The Academician of National Academy of Sciences of Ukraine. Kulyk M.M. is a laureate of the State Prize of Ukraine in the field of science and Technology (1999), a laureate of the Prize of S. O. Lebedev of the National Academy of Sciences of Ukraine (1994), and the Prize named after V. M. Khrushchov of National Academy of Sciences of Ukraine (2002). On November 26, 2003, he was awarded the title of "Honored Worker of Science and Technology".

Scientific research at the Institute is performed in the areas approved by the Resolution of the Presidium of NAS of Ukraine dated 23.02.2022 № 74 "On approval of adjusted main areas of research of General Energy Institute of National Academy of Sciences of Ukraine" :

  • System analysis and forecasting of energy development and energy consumption.
  • Transformation of the structure of the fuel and energy complex, energy, environmental and economic efficiency of its facilities and systems.
  • Monitoring and diagnostics of the technical condition and environment of systems and energy facilities.

In accordance with the defined directions the following basic scientific research is carried out by General Energy Institute of National Academy of Sciences of Ukraine :

  • development and improvement of methods and means of research for long-range  development of the fuel and energy complex of Ukraine;

  • development of scientific bases for determining energy efficiency indicators and energy consumption levels, taking into account intersectoral and sectoral structural changes;

  • development and improvement of methods and means of forecasting the directions of development of the coal and oil and gas industry taking into account the requirements of energy security;

  • development of methods and means of energy economic analysis and optimization of the structure and modes of management of production, transportation and consumption of electricity and heat;

  • development of methodology and mathematical models of economic regulation and formation of the system of tariffs for electricity at the stages of its production and transportation;

  • development of methods for forecasting scientific and technological progress in energy, optimization of the amount of the use of energy efficient technologies in the development of fuel and energy complex.

Applied research is aimed at solving the problems of efficient functioning of the energy industry, namely:

  • improvement and elaboration of mathematical, informational, and software tools for forecasting the development and management of  electric power, heat supply, and gas transmission systems function, taking into account their current technical condition, environmental constraints, and energy security requirements of the state;

  • conducting calculations and comparative assessments of energy intensity and total energy intensity of industrial products;

  • research and development of methodological and software tools for the formation of production characteristics of coal enterprises by expenditure indicators;

  • creation of scientific and technical bases of complex standardization in the sphere of energy of Ukraine;

  • modeling of the electric power complex of Ukraine;

  • development and modernization of methods and means of calculating the technological costs of electricity in the distribution networks of power systems;

  • development of methods to increase the energy efficiency of thermal processes in heterogeneous environments for energy and industry.


The Institute has a section "Scientific bases of energy development forecasting" of the Scientific Council of the National Academy of Sciences of Ukraine on the complex problem "Scientific bases of electric power".

The Institute publishes the scientific journal "System Research in Energy", founded by National Academy of Sciences of Ukraine and General Energy Institute of National Academy of Sciences of Ukraine in 2022 on the basis of the scientific collection "Problems of General Energy", which was published by the Institute of General Energy of the National Academy of Sciences of Ukraine from 1999 to June 2022. Scientific journal Scientific journal is published 4 times a year, articles are printed in Ukrainian and English. It is also included in the List of Scientific and Professional Publications of Ukraine (category "B") in accordance with Order of the Ministry of Education and Culture No. 491 of April 27, 2023 on technical sciences by specialtyin technical sciences by specialties - 141 Electrical Power engineering, electrotechnics, and electromechanics, 152 Metrology and information-measuring technology, 175 Information and measurement technologies.
