Oleksandr Novoseltsev was born on October 5, 1948, and graduated from the Kyiv Polytechnic Institute in 1972. He has been working within the National Academy of Sciences of Ukraine since 1968, initially holding technical and engineering positions, and moving to research and scientific positions in 1980. Since 2004, he served as the Head of the Department for Economic, Regulatory and Legal Regulation in Energy at the Institute of General Energy of the NAS of Ukraine. From 2006 to 2008, he held the position of Deputy Director for Scientific Work of this Institute, and since 2022, he has been the Head of the Department for Transformation of the Fuel and Energy Complex Structure at the Institute of General Energy of the NAS of Ukraine.

Oleksandr Novoseltsev’s research interests encompass electric power engineering, municipal thermal power engineering, the residential and public utilities sector, electrical engineering, and industrial electronics. He is one of the founders of a new scientific direction focused on economic-mathematical modeling and forecasting in energy under market relations.

His scientific achievements in the field of economic-mathematical modeling and forecasting in energy include new approaches to determining the price equilibrium of supply and demand under conditions of imperfect and monopolistic competition in the energy sector. They also encompass models for predictive calculations of volumes and corresponding economically justified cost assessments of energy products, alongside mechanisms for incentive-based regulation and economic stimulation to encourage housing and communal utilities enterprises to improve energy efficiency and energy saving.

He has advanced the energy theory of non-linear electrical systems with valves, proposed principles for constructing energy balances in non-stationary electrical circuits and systems based on conjugate symmetry in Hilbert space, developed kinematic motion models, and constructed a theory of parametric synthesis for autonomous inverters on this basis. Furthermore, he developed circuit and design solutions for various types of converter devices and systems, including those based on fundamentally new achievements in the field of low- and high-temperature superconductivity.

Based on the results of his scientific research, he has published 6 monographs, 14 preprints, and more than 140 scientific papers and presentations at international conferences in the USA, Japan, France, Germany, Canada, Hungary, Bulgaria, and Poland. He has also been granted 62 author’s certificates for inventions.

He has more than 10 years of teaching experience as a University Professor at the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” and the Kyiv National University of Technologies and Design. Under the leadership and supervision of Oleksandr Novoseltsev, five Candidate of Sciences (Ph.D. equivalent) dissertations have been successfully defended.

Oleksandr Novoseltsev’s scientific research is characterized by its interdisciplinary nature, practical orientation, and emphasis on bringing results through to full implementation. Within international projects, he collaborated with the Danish Technological Institute on creating the EU Energy Centre in Kyiv. He also worked with the American company Hagler Bailly, where he directly participated in the establishment of the wholesale electric power market in Ukraine.

Oleksandr Novoseltsev was a member of the working group on energy efficiency and energy saving of the Ukraine–United States Intergovernmental Commission. He also received an award from the Association of Energy Engineers (AEE, USA) in the category of “Best International Energy Project.”
