For many years, the Institute has been consistently conducting scientific research to create and advance methods and tools for investigating the development prospects of Ukraine’s energy sectors. Utilizing these tools, the Institute has delivered key developments commissioned by the President of Ukraine, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, the Ministry of Energy of Ukraine, and other central government authorities.

Environmental Factors and Climate

Development of methods for incorporating environmental factors, and participation in the formulation of the National Greenhouse Gas Inventory (Kyoto Protocol, Paris Agreement).

Forecasting and Balances

Advancement of energy consumption forecasting methods, assessment of energy saving potential, and development of the country’s fuel and energy balances.

Practical Recommendations

Preparation of proposals for state authorities regarding structural policy, energy efficiency enhancement, and the implementation of cutting-edge technologies.

The most critical landmark developments of the Institute include the formulation of the Comprehensive State Energy Saving Program of Ukraine (approved by the Resolution of the Cabinet of Ministers of Ukraine No. 142 dated February 14, 1997) and the Energy Strategy of Ukraine for the Period until 2030 (approved by the Order of the Cabinet of Ministers No. 145 dated March 15, 2006). During the drafting of these foundational strategic documents, the Institute of General Energy of the NAS of Ukraine served as the lead developer. Continuing this line of strategic planning, in 2011, the Institute conducted comprehensive research and development tasks aimed at updating and adjusting the Energy Strategy of Ukraine for the Period until 2030. Later, in 2014, the Institute’s scientists actively participated in the state R&D project “Drafting the Energy Strategy of Ukraine for the Period until 2030”, where the National Institute for Strategic Studies served as the lead developer. In 2017, the Institute executed deep system studies and formulated conceptual approaches for the development of Ukraine’s energy sector for the long-term period until 2040.
For many years, the Institute has consistently carried out systematic research focused on establishing the methodological and theoretical foundations, alongside tools and techniques, to integrate environmental factors into the evaluation of energy facility and power system operations and development. As part of these climate communications, the Institute’s specialists co-authored the First National Communication of Ukraine on Climate Change. Furthermore, under a direct mandate from the Ministry of Environmental Protection of Ukraine, the Institute developed the Inventory of Greenhouse Gas Emissions in the Energy Sector of Ukraine covering the period from 1991 to 1998. Since 2001, the Institute has been recognized as the leading scientific organization responsible for addressing the national implementation of the UN Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol, and the Paris Climate Agreement. In this capacity, the Institute actively provides ongoing expert and analytical tracking for numerous national strategic documents and performs the annual expert evaluation of the National Inventories of Anthropogenic Emissions by Sources and Removals by Sinks of Greenhouse Gases in Ukraine.
The Institute’s research team possesses multi-year experience in advancing energy consumption forecasting methodologies and assessing energy-saving potential across various hierarchical levels of the national economy. A vital dimension of the Institute’s practical operations consists of the systematic preparation and submission of scientifically grounded recommendations, analytical briefs, and policy proposals to state government authorities. These deliverables focus directly on structural policy options for national energy sector development, regulatory and legal adjustments within the power markets, and enhancing the overall utilization efficiency of energy resources and fuel-energy balances.
The Institute’s scientists regularly provide top-tier independent scientific expertise, continuously serving as certified experts within key ministerial and government councils, including the Scientific and Technical Council of the Ministry of Energy of Ukraine (specifically within the Electric Power section), the Public Council under the Ministry of Energy of Ukraine, the Expert Council on the Natural Gas Market, the Expert Group of the Interdepartmental Commission for the Organization of Production Sharing Agreements, and the Ministry of Energy Expert Commission for sectoral evaluation of scientific institutions within the electric power, nuclear-industrial, and oil & gas sectors.
Beyond ministerial bodies, the Institute maintains strong institutional representation within climate and environmental interdepartmental frameworks, such as the Interdepartmental Commission on Ensuring the Implementation of the UNFCCC and the Interdepartmental Working Group on the implementation of Directive 2003/87/EC establishing a scheme for greenhouse gas emission allowance trading. Furthermore, the Institute’s specialists actively shape national energy efficiency and standardization frameworks through their work in the Public Council under the State Agency on Energy Efficiency and Energy Saving of Ukraine, the Expert Group on Thermal Power Engineering of the Public Council under the Ministry for Communities and Territories Development of Ukraine, the Working Group on Energy Efficiency and Energy Saving in the housing and communal services sector, and the Permanent Council of the National Electrotechnical Committee of Ukraine for Planning, Strategic Development, and Innovation. Finally, the Technical Committee for Standardization TC 48 “Energy Saving” operates with its secretariat officially hosted on the basis of the Institute, while its scientists also lead the Specialized “Energy” Section of the Committee for State Prizes of Ukraine in the Field of Science and Technology.
